Canada put forth their idea of introducing the missing nuclear warhead topic after many earlier failed attempts. Consequently, they have now resorted to applying sneaky tactics to bring up the topic of Pakistan's missing missile. The fact that they proposed this while Pakistan did not have the right to vote on the motion was suspicious. However, this was not Canada's intention, Canada merely wanted to bring up the subject at that particular time.

As Canada grudgingly participates in the discussion of defining terrorism, they state that there are ''different levels'' of terrorism and we should not point the finger at Pakistan. Canada, a culturally diverse country, also took it into their hands to remind the other delegates not to cross the line of being prejudice.

In agreement with Canada, Cuba presses on for the discussion about the missing warheads. These two Western countries are clearly feeling isolated by the European Union who is wanting to punish Pakistan.

Obviously, this pressing issue continues to be brought up. So, Canada takes control and suggests that the debate focuses on the one issue rather than two issues. Fortunately, after this lack of progress the General Assembly picked up the right topics and solutions to begin moving in the right direction and ridding themselves of the tangled mess of varying topics.
